John Dalton is President of Power Advisory, an electricity sector-focused consulting firm. He offers over 30-years of experience in energy market analysis, power procurement, and policy analysis and development. He regularly applies this expertise to the offshore wind sector focusing in particular on the administration of competitive procurement frameworks for offshore wind and transmission policy development to facilitate the interconnection of offshore wind projects to the onshore grid.

He has advised a wide range of parties pursuing opportunities to participate in the US offshore wind sector including: (1) profiling market participants to identify possible partners; (2) assessing offshore wind markets to evaluate off-take opportunities; (3) assessing viable onshore transmission interconnection points for offshore wind projects; (4) reviewing the benefits and risks of alternative offshore transmission development models; and (5) reviewing BOEM’s offshore wind leasing process and participation in BOEM lease auctions. John is the chair of the Business Network for Offshore Wind’s Grid and Transmission Working Group.
