Andrea is an energy & utility lawyer, with a primary focus on offshore wind development. She leads the New Jersey Board of Public Utilities’ inaugural State Agreement Approach to support offshore wind transmission. She also leads the Board’s third offshore wind generation solicitation. Prior to joining the Board, Andrea developed small hydropower projects and was the Executive Director of the Colorado Small Hydro Association.

Andrea earned her J.D. from the University of Colorado and her BA from Skidmore College in Environmental Studies and Political Science. When not working, she enjoys spending time with her family, hiking, boating and traveling.
